요약 :Performance measures are necessary for the qualification tests, including national qualifications, to play their proper roles. This paper proposes key measures to indicate the performance and diagnose the problem of a specific qualification test. The measures are derived from the perspective of examinees who try to verify their capabilities by obtaining the qualification. This 'customer-oriented view' of qualification gives a great importance to the benefit and the value for the applicants. 'Discriminating power' and 'applying rate for test' are suggested as key performance measures for a qualification. A Qualification could be considered to play a sufficient role if it could completely distinguish the one that has the excellent ability and others that have not, and, in the same time, if it is widely used as a mean of skill verification and improvement by the people who want to develop their skills and capabilities. The 'number of applicants', a proxy indicator of applying rate for a qualification test, is a composite result that shows the performance and problems of a qualification test. Couples of short cases reveal that we should analyze the causes of decreasing applicants and take measures to increase the applicants to make a qualification test play its sufficient role.
