■520    ▼aThe  Qualified  Electronic  Commerce  Operator  (QECO)  is  the  publicly  recognized  certification  of  knowledge  required  for  the  operation  of  electronic  commerce  sites.  The  QECO  is  one  of  the  several  certifications  testing  computing  skills,  which  are  administered  nationwide  by  KORCHAM  and  accredited  by  the  Korean  government.  Our  study  examines  options  and  issues  related  with  this  qualifying  examination.  It  also  proposes  guidelines  for  evaluating  qualifications  required  for  operation  of  electronic  commerce  sites  with  an  aim  to  establish  a  standard  for  recognition  of  the  necessary  skills.  The  written  test  of  the  examination  tries  to  evaluate  knowledge  on  the  Internet,  computer  and  network,  and  electronic  commerce  in  general,  and  the  programming  test  focuses  on  the  capabilities  for  web  programming,  fulfillment  of  online  orders,  and  server  operations.  At  the  practical  level,  the  capabilities  include  the  skills  of  creating  web  pages  utilizing  scripting  languages,  and  configuring  and  maintaining  the  server.
